According to him, 5060,000 civilians will leave the four towns near the Dnjeper River, via an organised “deployment”.
All departments assigned by Russia to Herson are believed to cross the river as well.
Russian televisions have shown several people gathering near the river.
Still not known how many of them would be displaced, but the transfer, or the expulsion of civilians from an invading force, from an occupied territory, is considered a war crime.
In Monday evening, the new Russian commander in Ukraine, General Sergei Suroviki, has described the situation in Herson as difficult.
Another official installed by Russia, Kiril Streamousov, has warned the residents of Herson that Ukrainian forces will launch attacks in the city, “in a very close future”.
Harrison was the first major Ukrainian city to fall into the hands of Russian forces after Russia's war began in Ukraine at the end of February.
Within weeks, however, the Ukrainian Army has freed part of the territory and pushed Russian forces near the Dnjeper River, threatening them with a deadlock.
The Kremlin now claims that Herson, and three other regions -- Donjeck, Luhansk and Zaporija -- are part of Russia, though something like that has been rejected internationally.
Russia has organised so-called reunification referenda in these regions, which is considered false by the West.
