Speaking at a Berlin conference on reconstruction of Ukraine today, Scholz said the ongoing fears attacks by Russia represented a new low point in its fight against Ukraine, but were also a sign of Moscow's despair.
He went on to say that Germany's own history showed it was possible to rebuild even after a devastating war, and thus it was important to plan for Ukraine's future as a prosperous and democratic member of the EU.
This conference has to do with creating a Marshall Plan for the 21st century,” he said, writes Skynews.
“The commitment to Ukraine as an EU member is one of the most important geopolitical decisions of our time”, he added.
Scholz, who co-organised the meeting with European Commission President Ursula von der Leyeen, also said that all in the government agreed that Ukraine's territorial integrity should be preserved.
The Marshall Plan was a US-sponsored initiative that helped revive Western European economies after World War II.
