Norwegian Emissary: We plan to give our proposals, and I have not seen the Franco-German proposal.

Norway considers the “fraranco-German” a complement and non-competitive to Brussels-based Dialogue between Kosovo and Serbia, Norway's Special Representative for the Western Balkans, Arne S, said. Björnstad, in response to the online newspaper Reporter.net. Although Björnstad says the proposal “fraranco-German” has not seen and would prefer [...]

Although Björnstad says the proposal “fraranco-German” has not seen it and that it would prefer not to give an assessment of it, he welcomes Paris and Berlin's proposals.

I've seen the “franco-German” proposal, so I'd like to give you an assessment of it. However, the dedication of Berlin and Paris for initiative in the Serbia-Kosovo dialogue is to be welcomed”, he says that at the start of the conversation.

We view the “franco-German” as completion and not as competition for the Brussels Dialogue. But, of course, it is up to the parties to decide whether to correct the EU-led dialogue under the proposals of these two EU member states”, Arne S said. Björnstad.

Arne S. Byørnstad, as a longtime diplomat committed to Balkan issues, as well as former Norwegian ambassador to Belgrade, currently Special Representative for the Western Balkans, says Norway has been engaged in the Balkans since the 1990s.

But, asked whether Norway will be engaged specifically through its proposals, the same as France and Germany, Bjérnstad, who spent four days ago in Pristina, says his state has not planned such a thing.

“Norwegia has been engaged in efforts to stabilise and restore reconciliation in the Western Balkans since the 1990s, but there is even longer history of engagement in the region. We've always worked with our Western partners”, he told Reporter.net online.

“As far as dialogue is concerned between Belgrade and Pristina, we do the best of our efforts to support the EU-led dialogue which is the only way ahead of us, as well as the excellent work of the EU Special Representative [Miroslav Lajcak]”.

Therefore, he says, “do not plan to present our proposals”.

“As for expectations [about dialogue], we believe that we should focus on the result, rather than on the terms of”, concluded Arne S Björnstad, when we asked about a fixed deadline for a final agreement between Kosovo and Serbia the most distant until May 2024.

US Deputy Secretary of State Gabriel Escobar said it is a matter of weeks that the parties are expected to reconcile about a “way to proceed before” for dialogue.

Kosovo Prime Minister Albin Kurti has said that the <x0 dispute should be reached as soon as it was faced by Tim Sebastian in “Conflict Zone” whether there will be an agreement before May 2024. Kurt replied that “I'm not even sure we have two years”.

The “fraranco-German” proposal, as Serbian President Aleksandar Vucic has explained, meant that Serbia would accept and not prevent Kosovo from membership in international institutions and organisations, including the United Nations, in exchange for Serbia's accelerated membership in the European Union and considerable financial assistance to Belgrade.

Norway's Special Representative for the Western Balkans, Arne Sannes Björnstad, was staying in Pristina early this week. Accompanied by Norway's ambassador to Kosovo, Jens Erik Grøndahl, he has also been received at the meeting by Prime Minister Albin Kurti.

With Norway's Special Representative for the Western Balkans, Björnstad was also discussed on relations between Kosovo and Serbia. Through readiness for meetings, the will for agreements and concrete proposals, the Republic of Kosovo has shown itself to be a constructive party in the dialogue process towards the legally binding agreement that has mutual recognition at the centre, Prime Minister Kurti” said, the Kosovo prime minister's office announced on Monday.
