He adds that it is arbitrary to suspend the strikers' salaries. In his view, strikers may even receive wages if they hand over indictments to the court but that the state will have triple expenditures.
Miftaraj says that if it is done as the Union government is saying it should receive 100 years of membership fees to pay the strikers only two months.
That is because, according to him, the union has an annual budget of 700 thousand euros, while each month the state pays salaries of up to 35m euros.
“Why the suspension of salaries is against legal, is the fact that the law for its Article 1 strikes stipulates that the purpose of this law aims to offer to you the rights and practices of strikers, as well as these rights should be interpreted in compliance with Kosovo's internationally applicable standards. The international standards in this case are the legal opinions of the international labour organisation”.
With the very fact that Kosovo is a new state and almost that the union's means, it has a limited budget to pay the strikers the days lost on strike it automatically forces the state not to take rhetorical measures by limiting the right to wage strikers.
