He said, among other things, that neither he nor other members of the Commission for Security in connection with this document have been in advance.
The following is Mr. Berisha:
“I have four documents with me today, five with what's actual, which is a weak document. And I also have three documents of the strategy worked out by past governments, which are also weak and the last document the prime minister presented that presents the international security strategy from now on, which is a “frankstein” made up of preliminary documents that have been weak, but here it's kind of compounded a little with a speech of prime minister<3>.
We were told that we had considered, but it came to us as a ready sign. This document is not a secret, this is the right to comment on Kosovo citizens, MPs, but, above all, the Commission for Security. That's the fit of the Commission, or he's been held up by me. The last strategy, which is coming today as a draft, has been publicised since March of this year. Neither I nor other Security Commission members have been notified in advance. The government has resigned to us only after it was reviewed by the prime minister by bypassing the Commission for Security and Defence Issues.
This strategy should not be kept secret, but was held by Government”.
I am personally not invited or informed at any meeting of the National Security Council, which belongs to me as an observer.
This document is not a strategy, but it is a collection of four weak documents. This last document was swallowed by a state official for whom I thank him for his hard work, but he's not an expert and has no day to do it. This is an important document. He's a young man, he works there at the Prime Minister.
