Are Kosovo required to implement association in this facility
The European Commission has asked Kosovo to implement the Association of Serb-run municipalities (Zieednica), without delays and no obstacles. In this report by the European Commission, Kosovo authorities have said they have failed to take action to establish the Association, so its establishment is required.
On the other hand, the U.S.A. also takes a firm stand on association.
US Special Envoy for the Western Balkans Gabriel Escobar, has indicated that The American state's stance was to implement all agreements reached within the Kosovo-Serbia dialogue.

“We were clear that The parties agreed earlier on association, so it should be discussed.
