Why do heads of state keep on closing” for the Franco-German plan?

A proposal "smalled" by Germany and France for Kosovo- Serbia is currently being discussed. So far little or no details about what this plan contains are known. Analysis of official documents has been published in the media that have not been commented much on by [the] leaders.

The European Commission has asked Kosovo to implement the Association of Serb-run municipalities (Zieednica), without delays and no obstacles.
