Kosovo's top diplomat, Donika Grovalla, has said it is difficult to talk about stability in Europe without mentioning October 31st, which is also the deadline for changing plates with the initials of Serbia's cities from the pre-war period.

As they [Serbs] take on such a technical problem and make matters more important to themselves, so that half of Europe, our partners like the US and the United Kingdom are talking to us for months on the issue of license plates”.
This shows that when you don't want to solve basic problems, you want to waste your time on small things”, Gervala said.
Gervala, at the summit in the Western Balkans that is being held in Pristina, also spoke of the Kosovo-Serbia dialogue that in the final agreement must have mutual recognition that, as the top diplomat says, would offer peace and stability across the region.
The “Dialog with Serbia concerns mutual recognition and the final agreement must be that. This would offer peace and stability to all our region and a better future together”.
When we talk about the final agreement we create the impression that things should happen in the end in a future whenever it is, and this is not something that I'm convinced that without actually having the dialogue table, the question of mutual recognition and instead of facing these technical issues it would be difficult to reach agreement with our northern neighbour” Gervala said.
