EU urges postponement of decision for 10 months of license agreement

Although the European Union has made it clear that Kosovo's decision to reregister the plates is legitimate, however, insists on the preliminary requirement for the Kosovo government to extend the existing deadline for 10 months. So he made known in an answer to RTV Dukagjin, EU spokesman Peter Stano, who has stressed that this expansion would enable a more substantial information campaign and consultations.

It is important that sufficient time be given to implement this plan and to prepare and apply in close consultation with affected citizens and in line with relevant European practices. Movement Freedom Conclusions from 2016 included deadlines for reregisteration, which should provide instruction”.

Therefore, since the beginning of this process, we have recommended to the Government of Kosovo to set a 12-month period for reregistering. Following the same reasoning, we are now seeking from the Kosovo government to extend the existing deadline for 10 months. This expansion would enable a more substantial and comprehensive information campaign and consultations with the population affected”, Stano has said.

According to him, it would also enable Kosovo that all Kosovo Serbs in the north be issued IDs and driver's license.

Stano has indicated that he must avoid passing tensions and the situation in the north of the country.

“needs to be avoided escalation of tensions and potentially violence in northern Kosovo. This is of particular importance in the current geopolitical context, in the function of maintaining stability in the region”, he added.

At the Security Council of the United Nations, Kosovo Foreign Affairs Minister Donica Grovalla said that as the deadline for registration of illegal plates at RKS approaches, there are about 90 percent of owners who have taken advantage of the deadline.

According to her, the 10 percent minority of illegal license cars have a two - week wait to register in RKS.

Meanwhile, the Ministry of Internal Affairs has said that only 15 citizens have so far converted vehicle plates from illegal plates to RKS regular.

“From Region 06, we have six vehicles, we have 5 vehicles from the region, we have 5 vehicles, from Region 04 we have 2 vehicles and we have 2 vehicles”, we have their response.

Among other things, the MPB is said to continue the intensive campaign across Kosovo so that until October 31st this process can be completed.

The MPB has stressed that citizens who have turned cars into legal plates have suffered, and that citizens in the north are scared and threatened by illegal criminal groups.

Unfortunately, the two cases in the country's north -- the one in Leposavic and Zvecan -- have been associated with incidents. The first car registered in the north, of a Kosovo police sergeant who has made the return of the car to the license plate RKS, the same evening watch, has been attacked by a house and a part of it has been burned. Also, in Zvecan a Serbian citizen was burned down after he had registered his son's car”, it is said further.

This minister has said it is committed to successfully complete the process.

“KM, GL, PR, PZ, DE,UR, etc., which are Serbian penalties for the cities of the Republic of Kosovo, has expired their use deadline since September last year. We, on the other hand, prior to the deadline, are opening the conversion deadline with financial relief. Over a two-month term, we are offering a new window of converting these plates, which are Milosevic's relics of power, with significant financial reliefs totalling up to 5 thousand euros”, says the tour.

Among other things, it has become known that since the first day of car registration has been of great concern to citizens, but the same interest has been in the north.

On the other hand, US envoy for the Western Balkans Gabriel Escobar, who last week was in Belgrade, and Pristina has said that “is US Secretary of State Antony Blinken himself, who has asked Kosovo to extend the 10 months deadline for converting Serbia's illegal license plates to those of Kosovo”.

Our “I very much hope that they will extend the deadline, I hope they will accept the request of the QUINT countries and the Secretary of State's personal request Antony Blinken to postpone it, make the implementation less chaotic and create the conditions for proper implementation”, Escobar said during his stay in Belgrade.

According to him, if Kosovo agrees to extend the deadline, then, during these ten months “tou are required to conduct an informational campaign, conduct more consultations with communities that will be affected and have more co-ordination with the international community”.

Even though the international community does not want to strain the situation after October 21st, when the Serbian license deadline expires, however, the Kosovo government has not yet confirmed whether or not the deadline will be extended.
