Officials have counted 99 per cent of votes from Sunday's survey, which placed former Prime Minister Boyko Borisov's GERB at 25.4 per cent of the vote.
The central anti-corruption party “We continue changing” was second, with 20.2 per cent of the vote in Bulgaria's fourth national elections in less than two years.
Final official results for the EU's poorest country are expected Thursday after votes are counted abroad.
GERB, which has faced charges of allowing widespread corruption in Bulgaria, is likely to face difficulties forming a coalition.
