Rama said forgiveness cannot come directly, but as part of an agreement between two states, as history has shown that in such conflicts, no state has admitted to being the aggressor.
Serbia should apologize, that is not discussed. But how does Serbia seek forgiveness? Serbia does not have anywhere to go without apologising, but forgiveness comes in conclusion of the deal, not as a confirmation of the deal.
