Manchester City Manager Pep Guardio has assigned Kane as a prime target of transfer after releasing Sergio Aguero earlier this summer.
Premier League champions reportedly had a 100 million-pound proposal rejected by Tottenham during Euro 2020, Periscopi broadcast.
Kane has already hinted strongly that he wants to leave Tottenham in search of titles but is concerned that Levy will prevent him from moving.
Now it has been discovered that Levy will not stop Kane from leaving, but it remains to be seen whether City will comply with Tottenham's assessment.
Tottenham is in a strong position for Kane's future, as the 27-year-old has yet to implement in his existing agreement.
