Kosovo's Fushje-Kosovo municipality granted 2,000 euros for research visit to Albania, students ended up in prevale

According to the National Auditing Office report, this case occurred after the mayor of the municipality, Burim Berisha, had signed a contract to fund an organisation without sending draft proposal about the visit.

According to the report, the organisation” Centre of the community's new leaders” has sent only an invitation from”Rma Versita Albania”.

The organisation had benefited 2,000 euros with the decision of the president signed on October 8, 2020.

Besides having no contract between beneficiaries and municipality, The beneficiary NGO had not conducted a study visit to the Republic of Albania. This has been replaced with a one-day visit to Prevalla and for the spent means had presented inadequate testimony”, said the ZKA report.

From this case, the audience has found that officials responsible for monitoring projects supported by relevant directors have failed to monitor the projects and report on the implementation or failure to realise the project because of the pandemic and large number of supported projects.

The audience has recommended that the chairman should ensure that any financial support is linked in writing to the beneficiary and increased controls in the implementation of projects in order to provide information on public funds spending and results achieved through project implementation.

According to the Finance Ministry's regulation, the financial support provider links written contracts to the beneficiary of financial support within 90 days of public call closure, as well as Article 23 of the same law requires that for each related contract, the financial support provider appoints a responsible official who should care for monitoring the project implementation.
