A day before the meeting, Kosovo and Serbia with different statements on what will be discussed

He says he travels to Brussels, not to continue the dialogue, but to talk about the future of dialogue, while Vuciq, on the other hand, insists that in Brussels he will talk about the Association of Serb majority municipalities, which official Pristina rejects.

Kurti: Displays in dialogue must feel equal

Prime Minister Albin Kurti reported at the weekend to parliament for dialogue with Serbia, where Tuesday's meeting with Serbia's President Vuciq, “does not see the next meeting, but the first step that could bring the final agreement between the two countries”.

“I am speaking, what are the principles, the acceptance of a reality of independent Kosovo on the part of Serbia, the acceptance of Serbia's crimes in Kosovo, the equality of representatives and citizens as final beneficiaries, are our guiding principles in dialogue”, Kurti said before MPs. According to him, the parties in the dialogue should, as “says, design at the start the components of the process that guarantee convergence towards the final target”.

For example, mutual recognition, recognition by the five EU states, UN membership, mutual protection of respective communities, monitoring mechanisms, time and similar. The parties at the table should feel equal at each stage of the talks. Agreements reached on unselected issues should also pass the suitability test on legal norms and EU standards.”, Albin Kurti said before MPs.

Petkov: Kosovo is a child of Western powers

Serbian government officials, for their part, say the Serbian delegation in Brussels will protect Serbia's “interests and that it will insist on forming the Association of Serbian municipalities”.

There is great pressure on Belgrade and Vuciqi, and on the other hand great support from the West to Kurti, who behaves in such a way that no one in the West reacts to provocations, insults, threats, because Kosovo is a child of Western powers and should not be criticised when making mistakes”, Kosovo Office Director at Serbia Government Petar Petkov has declared.

According to him, even at the meeting of regional leaders held in Tirana, Kurti “rejected the agreed declaration, because he wanted the Republic of Kosovo to be written, which for Serbia is unacceptable”, Petkovic said.

Opposition Criticises 

Kosovo Prime Minister Albin Kurti, in the parliamentary debate on dialogue, insisted on an internal co-ordination between position and opposition, but the latter sharply criticised the prime minister's approach in relation to dialogue.

Enver Hoxhaj, leader of the largest opposition PDK party, voiced criticism. “You are going into dialogue not for mutual recognition, but you are going into dialogue to normalise reports with Serbia. We are expecting you to show whether we will have mutual recognition between Kosovo and Serbia, will the five EU nations recognise us, will we join the UN, will we join the international organisation and NATO? You have wrongly launched dialogue and submitted to Serbia”, criticised Hoxhaj Prime Minister Kurti.

Even LDK leader Lumir Abdixhiku said Prime Minister Kurti is traveling to Brussels unprepared.

“You are traveling in a completely unprepared dialogue, before talking to Serbia, you need to speak to this House, your citizens and their representatives. You need in parliament to present in the assembly that at least presents your principles and definitions in this important process. You had three months of time, but this time you used it for populism, but here on Tuesday you with two legs and hands on the dialogue table”, Lumir Abdixhiku said.

However, despite Prime Minister Kurti's insistence that Tuesday's meeting in Brussels with Serbia's president, Vuciq is not continuing the previous dialogue, political analysts think it is the EU that will insist on continuing dialogue. That's what political analyst Naim Rashit told DW in an interview.

Each government has a redefinium in a shape of the framework, the parties define it, but the essence is whether to have reconciliation. Even the past government Hoti has restored a framework, initially with the Paris Summit and Serbia's president and the phases through which the process has been passed by Prime Minister Mustafa, and especially by President Thaci has had a material in itself, so a consensus between the parties on which way we are going. So the EU has the previous themes, the new themes and the open agenda on topics that the parties agree on for further dialogue. So there may be frame intervention, but the EU will require the continuation of that and of past agreements that will be on table”, Rashi found.
