Because Jerusalem is an conquered city. East Jerusalem is an occupied city. Please, how do you see someone coming and opening an embassy in Pristina? Is it okay for you?!
Mohammed Nabhan said Palestine supports Serbia in its position on the Kosovo issue and it expects the same from Serbia, when it comes to two UN resolutions -- one for Kosovo, the other for Jerusalem.
