The petition was launched because a state of emergency is in effect in Tokyo, Osaka and several other areas, while the number of people infected with the Corona virus is increasing, especially the new versions of the virus, the AP reports.
The state of emergency expires on May 11th, but it is likely to be extended.
The Olympics, which have been postponed, must begin on July 23rd.
The petition was sent to International Olympic Committee President Thomas Bach, who has a plan to visit Japan later this month.
Although 70 to 80 percent of the Japanese people in the polls say he wants to cancel or postpone the Olympics, there is no indication that this will happen.
Japanese Prime Minister Yoshihide Suga, president of the Tokyo Organising Committee Seiko Hashimotto and Bach have repeatedly said the Olympic Games will be held on schedule.
