Infantino later focused on possible sanctions for clubs that started the project.

Of course, this does not mean that sanctions are excluded national, continental, or global. Football, Infantino points out, is based on fans.

They must be the center of everything we do. Without their fans and passions, football wouldn't be who it is, and we should keep that in mind. Football is and must be essentially for fans and we must find ways to protect their interests.
