Prizren's budget “is considered” by wandering dogs: The municipality signed 229 thousand euros for them

Over the past few years, a large number of Prizren citizens had expressed serious concerns and fears of wandering dogs. For their treatment, Kosovo municipalities contract various private companies, specialised in the event.

The company “Fidan Krasniqi”, with director Mr. Fidan Krasniqi has consistently won the Prizren municipality tenders to treat stray dogs, at least since the VV's Haskuka has power.

The situation with dogs has not improved, but over the years it has steadily improved contracts signed for this problem with the municipality.

From a contract weighing 39 thousand and 960 euros, which was worth a year, which he had with the company “NTP Rudina” ) 622-2010-211 -Terra-treating-of-the-dog-study for three years with the new contract signed in February of this year.

“Fidan Krasniqi” had signed a contract for “treatment of stray dogs” even on May 15th 2019, which ended on May 14, 2021.

The contract seized a total of 68 thousand euros and was the second granted by Haskuka power to address one of the most serious problems in Prizren.

34 thousand and 300 euros per year would be paid “Fidan Krasniqi” for services he would offer in Prizren, even though this time outside the contract the company “Rudina”.

But, “Fidan Krasniqi” was rewarded with another contract even before the previous contract was completed.

The company received contracts from municipalities that will be worth three years, costing 229 thousand and 500 euros.

It is understood that out of 34 thousand and 300 euros worth of services for this problem, this company will already be paid out Six thousand and 500 euros. Every year, or twice as much.

But what do the Communists say about the matter?

Agron Limani, director of Agriculture and Rural Development, claims that this relates to an Administrative Guide of the Ministry of Agriculture (MBPZHR) in 2018. And the same in an answer for P ERISKOPIN, has said that “prize is forecasted as a result of increased and improved services”, referring here to the Ombudsman's Report for the Communists, the EU Progress Report, and recommendations of the US Embassy in Kosovo.

But, as noted earlier, the previous contract has not yet expired. This implies that the municipality forgave the company “Fidan Krasniqi” three months of services [February 22nd, May 14th] for which it was paid.

Or, in other words, “Fidan Krasniqi” will be paid for the same services from the second contract, but also from the third contract from February 22nd until May 14th, 2021.

Because of pandemic, the number of stray dogs has been on the rise compared to planning, so citizens' demands have been more frequent in the form of complaints to handle these cases. The director Limani said when asked by Periscope about such a problem.

Who is “Rudine”?

Based on data in Kosovo Business Record Agency. [ ARBK turns out the company “Rudina” is actually not a “Producer Trade Company” [ NTP] but a “
