Ministry of Justice: Property Confiscating Law targets officials and former officials, not citizens

Following the Kosovo government's adoption of the concept-document for the seizure of unwarranted property, very soon it is expected to be formed a task force within the Ministry of Justice, which will work on drafting the bill on the matter, confirms Genc Nimoni, senior political adviser to Justice Minister Albulen Haxhiu. Anti-Corruption Agency officials estimate that the Bill on Confiscating Unjustified Property, if it is transformed into law, following the eventual adoption of the Kosovo Assembly, would help greatly against corruption, especially high-level ones.
Genc Nimoni, senior adviser to Kosovo Government Justice Minister Albulen Haxhiu, in a conversation with Radio Free Europe, says that in the working group for drafting the Bill on Confiscating Unjustable Wealth, which, according to him, will be formed within a short time, there will be relief actors, representatives from the academic world and field experts.
And since the law, which means the project for it, will be ready, which we are thinking of proceeding with the quick deadlines, of course, continuing to consult other actors from the academic world, field experts and also civil society actors, we will proceed, through the ministry in the assembly, for approval. What we need to work on is consensus also with other subjects (optic subjects), if this is achieved, of course, and we will invite them to contribute”, Nimoni stressed.
In recent days, debates have been raised in local opinion as to whether a law on confiscation of unwarranted property, aimed at by the executive, could violate citizens' rights in general.
Nimon says that the dilemmas raised on this issue, rightly or not, have clouded the purpose of this law before opinion. He has stressed that for everything about this bill there will be transparency and there will be no uncertainty. According to him, the object of all this initiative for the law is unwarranted wealth to all officials, former officials who cannot justify property.
“won't be a citizen's target, as they have posted in some media and generally in public opinion. Also, there will be no revenge, there will be no need for political subjects or political actors. This has nothing to do with it and is very unstable. What it stands on is that we've had high-level corruption in this component and for us it's very important that this form of corruption be eliminated, first of all and also, wealth that has been illegally taken and that cannot be justified, returns to the public”, Nimoni stressed.
