LDK said Haskuka expelled them from offices with arrogance and blackmail, chairman reasons economically

Prizren Mayor Mytaher Haskuka has called today for media conference to clarify the allegations of the branch LDK) in Prizren, where it was said that the chief of arrogance and blackmail has expelled them from offices where they operate for almost 20 years.

Haskuka at the media conference has said political parties in Prizren have stayed in those facilities for more than 10 years and have paid unreasonable prices worth 1 euros a month. And in some cases, he felt that many did not pay him at all.

And according to Haskuka, Prizren's municipality has economic losses and cannot allow such things to happen. With a hypothetical calculations, Haskuka has said that some 2m euros a year are lost to those Prizren Communist objects.

The majority of objects that are at the disposal of political parties are in the historic centre and are in direct contracts worth 1 euro per month. If we take into account that the used establishments are about 1,300 square metres and the opimal price in the city centre is about 1-2 euros per square meter, then the municipality per month has losses of about 15,600 euros, or worth about 187 thousand euros a year. If we take into account that these spaces are being exploited for more than 10 years by political parties, then the economic damage caused to Prizren's municipality citizens is about 2m euros”, Haskuka has said.

Dear citizens,

Today, the Municipal Assembly was blocked by the amps of some political parties who reacted because the Prizren Community is implementing? What?

We were witnesses today that some of the asmblists once again turned out to be contrary to law enforcement, conditioning their legal duties as an Asamblist to prevent law enforcement. I, as mayor of the Prizren municipality, am obliged to care for municipal property and implement laws in force.

In this case, I want to show a chronology of giving in to the use of Prizren municipality properties to political parties:

Political parties for more than 10 years are staying in these objects for which they have paid unreasonable economic prices, huh?

What's the big economic loss of Prizren's municipality, I'll come a little later, but do you mind if I first point out that all this procedure for removing political parties from municipal objects? 04/L-144 for Exploitation and Exchange of the Communist Realty Property, while this law was completed in 2019. With these laws, political parties' contracts for municipal property exploitation have not been valid and cannot be continued, but should be provided with open public auction procedures.

With the mandate of chairmanship, in 2018 I have demanded the abolition of the Communist Parliament's decision, which has been contrary to the law, because if a municipal decision is in conflict with and conflicts with legal provisions, it has no validity.

On this issue, we had remarks from the audience in 2019, as well as 2020. Let me even stress that the same case has begun investigative procedures against the former mayor of the Communists, exclusively to provide these facilities for exploitation from 2013 to 2018.

As Prizren's municipality, after the introduction of the Law on Exploitation and Exchange of the Realty Property of 2019, we have also been expected to come up with sublegal acts stemming from this law and to find a solution to the issue.

In addition, we have expected to conclude the contracts of all political parties and then launch legal procedures for the release of municipal objects. The saying that “is fighting political parties” is not true, because in this direction my party, the Vetevendosje Movement, but other coalition parties have made the same decisions to free objects.

Last year, in March, about a year ago, political parties received reports of voluntary release of these facilities and have had more than a year to find another object. But they haven't accomplished that, yet because of the pandemic situation, we haven't made their departure.

So they have willfully refused to observe the law. For this reason, recently, on April 2nd, the decision to release these sites has been issued. The law envisions that unless voluntary release is made, it becomes “violent liberation”, which is only a legal term under law.

Meanwhile, if we go through the prices and economic damage done to the citizens of Prizren City, I want to stress:

In this case, I would like to stress that we are among the municipalities that have largely freed public property, from the <x0... Being in Being”, “Fahredin Hoti”, objects of former Kosovo tour and many other objects, which we have released within the 3-year mandate. In 2018 alone, we released public property in space from over two acres [2 ha].

I've had meetings with representatives of every political party, explained the situation to them, and informed them that even law-action represents violations of the law. I have informed them that I cannot commit legal violations by failing to act or in the form they are looking for.

At the meeting I have also indicated that if they don't have funds for rent of their objects (which is not true, because political parties are funded by the CEC with the Law on Political Partys), a decision on their subsidies can be made in the Municipal Assembly. In this case, municipal property is released, and political parties can be subsidised for rent. But they have also declined.

So, dear citizens, once again I'm saying, there can be no co-operation with political parties, breaking the law! I, as chairman, am open to all, finding solutions, but blocking the Communist Parliament to break the law is neither reasonable nor legal.

So I invite the asganists to carry out their duties, because citizens have voted them to be in the Communist Assembly to approve acts that are in the interest of the Communists. Do not condition their work, which should be a law - abiding job, with disrespect of the laws.
