The outcome of the investigation is exhumed: Why did Hooper mention specials to NATO bombings?

The time when the defence of former KLA leaders at The Hague will have all the material of the Special Prosecutor's Investigations has clashed with the prosecution with defence lawyers. Defence lawyers have said the prosecution has had five years to hand over the investigation and now says I can do this in September. [...]
Transliterated parts of the session, there's Periscope:
Prosecutor:
I will respect the instructions that have been given so far I won't talk much, I want to stress that it is very important to maintain a corresponding connection for each stage.
We predict that the materials will be delivered in the second week of September 2021.
The reason for this change in the timetable is because of the new deadlines you've set for recategorizing evidence.
Although we are focused on the obligations we have on extraction and we have focused on all resources in this regard, the subcategorization of materials takes time and extends the completion of the procedure.
David Hooper, Thaci's lawyer:
I'm surprised what the prosecutor says about the investigation. What need there is to make investigations at this stage we are. It is March 24th, 22 years after NATO made bombings to prevent aggression in Kosovo.
We're here today with an indictment that's been put forward to detail, what the prosecution needs to do with further investigation, I think they do it to reinforce a file that's not strong enough, how do you say this can't have consequences for the date when the trial starts, I don't understand.
Ben Emmerson, Wessel's lawyer:
At the last conference you said that you wouldn't ask for written statement and I asked for my oral statements, I asked that you guys broke off the relationship the prosecution makes between file and trial, that issue remains unresolved and by the prosecution's statements today, I don't understand the message. The sooner this preliminary file is given, the easier our job becomes.
We stick to this position and we ask you to make decisions on this. We won't discuss when the trial will start, but at least you get a kind of order because, as my colleague heard, he said the prosecution is doing these phases in a very split and casual way. We say that the prosecution at least until mid-June openly tells us what position it is and give us a detailed preliminary file. We have said that the prosecution's opposition in terms of time is not correct, and we say they are not accurate and realistic, but the prosecution continues to say, that they will hand over the preliminary file at the last possible moment before the trial begins. I think you need to focus on the date that you're going to deliver the preliminary file, so we know what's presented against us and get ready.
Prosecutor
There are various procedures in this regard. As to the adjustment of the deadlines, I believe I explained that. As for Mr. Wessel's request for the preliminary file, a decision has been made on this. Regarding defense statements there is a very detailed indictment that is 50-page, and the detailed 600-page summary will also give you the opportunity to look at and determine what was said in the indictment. /PERISCOP/
