Rio de Janeiro's state governor must approve the name change before becoming official.
Pele, who has won three World Cups as a player for Brazil, scored its single goal at the stadium in 1969 while playing for Santos against Vasco da Gamas.
Maracana has held the World Cup finals in 1950 and 2014.
More than 200,000 spectators are reported to have been in the stadium to watch the 1950 final match when Uruguay had defeated Brazil.
The first name was named after Mario Filho, a journalist who had lobbied for his construction in the 1940 ' s, but was named Maracana on the basis of the area.
