What political signals is America giving in time of campaigning for the February 14th elections?

On 1 February, the last point of the Washington Agreement was finalised after Kosovo and Israel established full diplomatic relations with each other. Despite the nearly 13-year-old lobby, the Israeli state had not recognised Kosovo's independence. And even after Washington's agreement there had been a series of sceptical voices that this recognition would come. But, acceleratedly, it came exactly two weeks before early elections in Kosovo occur.
A few days later, The DFC [The US International Development Financial Corporation] announced that financial agreements signed with Kosovo would come into force from that day on.
While today it was reported on a letter received by Serbian President Vuciq by President Joe Biden himself, where Serbia's Day was congratulated ten days before the February 5th letter was delivered to the February 15th festival in Serbia, which was one day after the elections.
But there have been other significant developments by the Beden administration that have provided political signals to Kosovo.
One of them was the statement of the State Secretary appointed by Biden, Anthony Blinken, that he applauded the progress made by the Trump administration regarding Kosovo and Serbia.
But Blinken also approved the movement made by Trump in connection with the deployment of this state's embassy in Jerusalem that is being rejected by European countries.
Isa Mustafa, chairman of the Demoractic League, recently interpreted this series of developments from America as a support for Avdullah Hotin as prime minister, as it was happening right on campaign time.
