Serbia and Kosovo have European ambitions and the European Union was clear the normalisation of relations is a precondition, and this is what member states expect, there is no deviation”, Miroslav Lajcak, the EU Special Representative for Dialogue between Kosovo and Serbia, said.
In addition, Lajcak has warned he plans soon to visit Belgrade and Pristina.
On display of “portal Screening”, Lajcak said he expects dialogue to continue immediately as the Kosovo government is formed.
“We are ready to do our part, but the speed of reaching an agreement is in the hands of the parties. We don't dictate speed, if they're willing to meet in Brussels every week, we're willing to meet them every week. If they're ready to meet once in three months, then we can't force them”, Lajcak said.
He added that he is always against artificial deadlines because they do not work.
I said I knew the details of the process and it was also possible to complete within a month. We are here and we are here for the parties whenever they are ready, but it is up to the parties to decide for speed of”, Lajcak said.
According to him, it is in the interest of the two countries to continue dialogue, and the EU is willing to help and facilitate the process.
“We are here to provide solutions and I plan to visit Kosovo and Serbia soon. I will sue you with President Vuciq, future Prime Minister Kurti and other partners to discuss continuing our process. My partners are serious politicians and they know what people expect from them to draw them close to the European future and they also know what the EU expects of them”, Lajcak said, conveys news.net.
When asked what a comprehensive agreement and full normalisation of relations between Kosovo and Serbia mean, Lajcak said it is up to the parties to decide, and the EU will mediate this process by failing to dictate it.
“Of course, there must be a will from both sides to reach agreement. If there is no will, then there is no agreement. But if there is no agreement, there is no European future.”, Lajcak said.
This means that you have to solve your bilateral or regional issues before becoming a member. That is why we are talking about normalising relations”, he added further towards Kosovo and Serbia.
He said the EU is in contact with the American administration and that they are fully supporting it.
“They fully understand this process, they are behind the EU leadership in this process and are willing to do their part”, Lajcak said, adding that the Biden administration has brought back people who recognise the region, who have a sense of heritage and responsibility and who believe in co-operation between the EU and the US.
Asked whether Washington's agreement signed under Trump's administration damaged the dialogue process, Lajcak said it did not harm him, but that it did not help much.
“There is only one important process and that is the EU-brokered dialogue. Why? Because it's connected to the European future. No third party can be brought forward before the EU, only B”, Lajcak said, stressing that “a are not for quick and easy solutions”.
Asked whether it is true that the government in Serbia often says Serbia has not progressed in EU integration because of Kosovo, Lajcak said the EU does not say that, but that the EU has clear rules and is based on reforms.
Also, he said that in the case of Kosovo and Serbia, there is normalisation of relations as a precondition that cannot be overlooked.
