The 211 member associations were invited to the summit as the debate on Arsene Wenger's plan to make the World Cup every two years intensifys.
U n EFA, Europe's major leagues and South American football director body, Conmembol, have rejected the plans.
At the meeting it said FIFA estimates, on average, each of the national associations will share about 12.1 million pounds in additional funds, though the exact method of distribution was not clarified.
