Rasford will stay with Manchester United to concentrate on achieving the optimism, while Ward-Prowse will be missing due to a flu.
Mason Moon's arrival was delayed due to dental interventions and his situation will be monitored in the coming days, while Luke Shaw is missing because of an injury he suffered in the rage against Manchester City.
Meanwhile, Gareth Southgate has invited Arsenal's talent, Emile Smith-Rowe for the first time.
England will face Albania and San Marino, whereas currently Southgate has only 22 football players.
