Bislimi after negotiations in Brussels: Serbia insists on Zajednica

Kosovo's deputy prime minister has explained at the end of bilateral meetings in Brussels the reasons that prevent the failure to develop a trilateral meeting between Serbia and Kosovo delegations with the European Union's mediation. “We have declared earlier that we are not ready at this stage to address minority rights issues. These should be part of the overall package of reaching the agreement for full and legally binding normalisation between the two countries.
But what's important is that there have been agreement with the side and the European side, that during the trilateral dialogue meetings, no issues will be laid out, which do not agree on both sides. If one side disagrees with one topic, it is not discussed at the trilateral meeting and, on the other hand, should not condition the dialogue talks on a particular topic”, Bislimi has declared.
Taking a concrete example, Bislimi has indicated that, the Kosovo delegation cannot condition talks unless the issue of funding of the Presevo Valley is addressed. For the trilate meeting topics, there should be mutual agreement.
“There has been no mutual agreement on the topic of association, and therefore the Serbian side has had no right to impose any conditions. But that shows, which is the block between” that's what he's saying.
According to Bislim, 30 agreements have been signed and they do not have a ranking to consider, that an agreement is of first or second importance, and therefore Serbia cannot insist only on an agreement like that of association.
“Currently, Serbia does not implement 25 agreements and has zero credibility to put on the table a topic they care about. For us, financing the Presevo Valley is more important than the association of Serb municipalities. If we start with such conditions, then this doesn't take us anywhere” is saying Bislimi.
Question of ABC, that the European Union expects an approach from the Kosovo government on how the agreement reached between Serbia and Kosovo will be implemented on the association of Serb majority municipalities, Deputy Prime Minister Bislimi has expressed:
“We are not told to expect an approach from the Kosovo government, how the agreement on association will be implemented. They just say, it's a topic that there's been an agreement on. For the European Union, it carries little weight if the association agreement is good or bad, whether it has been signed by sustainable or blackmailed politicians. But, they say this is a state obligation and you have to see the solution to this state-run task”.
Regarding a possible meeting of the leaders of Serbia and Kosovo before the end of the year, as predicted by European diplomacy chief Josep Borrell, Besnik Bislimi says the first step for a Pristina-Belgrade dialogue success is to define elements of the comprehensive agreement for normalising relations between Serbia and Kosovo.
According to Bislim, these elements should be determined at a meeting at the level of heads of state. The initiative of EU foreign policy and security senior representative Josep Borrell is also seen in this prism to organise a meeting at the level of Pristina-Belgrade dialogue leaders. /abcnews. al
