The municipality leading the Bulliqi speed endangers German million investment that would create hundreds of jobs

German company “Soilcos” in co-operation with the company “Erdi R Productions”, has been trying to start work for the construction of the waste recycling factory and renewable energy production in the Podujevo municipality, which envisions employment of over 300 workers.

Their demand for construction of the factory in the village of Mirovc of Podujevo is constantly being rejected by the director of Urban Planning and Environmental Protection in this municipality, Bujar Hasani, who insists that construction is not allowed in this area under the Communist Development Plan.

The German company had originally applied for construction permits in November 2020. Although the application contained all required documents, for three months the Podujevo municipality did not provide any answers, and in the end, Bulliqi announced that a new application was required after the first one had completed the deadline for responsibility.

At a meeting held in March of this year between Podujevo chairman Speed Bulqi, along with members of executive Bujar Hasani, Fevzi Jetullahu and Ayet Potter and company owner “Soilcos” from Germany, Jurgen Stainmuler, the Podujevo municipality had expressed full readiness in supporting this project in terms of administrative and in providing infrastructure conditions.

Two months after this meeting, where support was promised for the project, the Podujevo municipality rejected the German inventory's second application, as President of Speed Bulqi erased the March meeting's post in his official Facebook account.

However, the announcement of the March 4th meeting and the promise of institutional support from Bulliqi Speed and Director Bujar Hasani still figures on the Communist official page.

Appealing the case to the Ministry of Infrastructure, including Kurti Government and the upcoming rejection of the Podujevo Community

Following the rejection of the project by the Podujevo municipality, despite the promise of support, the German inventory held a meeting with members of the Kurti Government. At the meeting held between Roseta Hajdari and Librun Aliun with German businessman Siengried Hohmann, it was promised that the project would continue ahead and that there will be support from the central level.

In addition to the meeting, there is also a German inventory letter to Prime Minister Albin Kurti, where it says that at the company's meeting with the chairman of the Podujevo municipality, Speed Bulqi, he had promised the application would be reviewed on time. The paper says the company has not decided to file charges against lawyers' advice.

Hohmann in his letter to Prime Minister Kurti, also reportedly the 55m-euro project is 100% private, and uses the most advanced technology according to European Union standards.

In addition to investing in the waste repacking plant, Hohmann says they are working with German goalie Leon for the construction of a factory in Kosovo, which would make the production of cable sets for the automotive industry.

On July 16th, the Ministry of Infrastructure approved Bekim Zejnullahu's complaint, as the German investment representative for the annulment of the Podujevo municipality decision, forcing the Podueva Urban Planning Director to issue a new administrative act.

Despite the decision by the Ministry of Infrastructure, the Podujevo Urban Planning Directorate led by Bujar Hasani, issued a second rejection decision to provide construction conditions for the construction of the plant for thermal waste processing, arguing that construction is not allowed under the Communist Development Plan.

Danger of withdrawing German inventory, warning of 15m-euro indictment for Kosovo Government

During the 2019 election campaign, Prime Minister Kurti had declared that increased foreign investment would take place in his government while citing cases of attracting foreign investors from Kosovo, which he believed was very disturbing.

We have a document that is like the Constitution. It's the Municipal Development Plan (PZHK). It's the foundation of the area map. As far as the factory is concerned, before we come, he has an application and we have told him again that his application is out of date. After applying again, we have made a refusal based on the PZHK that is in force. While the PZHK does not tell whether it is about development or not, he says, based on the PZHK, that area (in the border belt v.j.) is outside the construction area and as such we have no right to treat” he declared.
