The new government has reviewed several options for a process of BARTTING the judiciary and prosecution. In this context, the possible presentation of a single-time re-evaluation of all prosecutors and judges presents a source of serious concern. Such a process should only be seen as an extraordinary measure of the last means, after all existing means and mechanisms have been exhausted to ensure integrity and to combat the corruption of court affairs officials, and should be in line with European and international standards, as well as with the Council of Venice”, the EC report said.
The European Commission also estimates that general administration of justice continues to be inefficient.
Kosovo is still in an early phase of developing a well-functioning judicial system. General administration of justice continues to be slow, inefficient and vulnerable to irregular political influence. Several advances have been noted during the reporting period. The Functional Review of the Law Rule Sector resulted in a Strategy and Action Plan for Rule of Law, outlining the main challenges in the rule of law system and adopted in August 2021. Kosovo introduced an electronic system for quality management and established a central criminal evidence system, yet challenges remain present. Kosovo has made efforts to implement the Law on Mediation”, the report says.
