Chairman The PDK -- at the same time candidate for prime minister, Enver Hoxhaj, along with PDK deputy chairman and MP candidate Bedri Hamza -- has presented the Democratic Party of Kosovo's programme for economic recovery today.
Hoxhaj has said that the economy is the first pillar of the PDK's programme for governance and the recovery, which comes in the period when the whole world is hit by pandemic is not the list of wishes, but the programme of commitments coming from responsible, measurable and co-ordinating field experts, representatives of citizens from business associations, trade and workers.
Our plan has two parts. The first, to ease the pain of citizens burdened by the crisis, pain that has been burdened with poor management of the consequences of the crisis by the two governments of last year.
Second, we offer a stimulant package to revive our economy, which will have immediate effect but is also a long-term project. We in Kosovo must understand, the responsible leadership must have a plan towards a horizon that lasts a decade. This is what our program is going on. That's how you get it back.
While presenting concrete points of the economic recovery programme, Hamza has stressed that under PDK, the country will have economic growth 5 %% %% %, where, through concrete measures, private sector support, social aid beneficiaries and pensioners, as well as employees in the private and public sector. Enver Hoxhaj: Today, by being firm in our devotion, we are presenting the first pillar of our program of government to the citizens.
This program will restore our economy.
This program will regain our friendship.
Bedri Hamza, who with the reconciliation of citizens will be minister of finance in the PDK government, will explain the measures we pledge.
This is not a list of wishes.
This is a commitment program.
These are not merely pre-election promises. But it's a result of responsible, measurable and coordinated work.
Many experts have engaged in creating this plan.
Representatives of citizens from business, trade and labour associations have also participated in its preparation.
We thank everyone.
And we show our commitment to do what we present today to you.
Our program for recovery comes at a time when the whole world is hit by Pandemia Coddy. What are the economic and social consequences not easy to calculate?
Anyway, they're too big.
That's why the whole world is talking about recovery. All the world's waiting for is recovery.
And even more, we look for Kosovo citizens.
We need a coherent plan that alleviates the damage and obstacles in their lives.
A program that will revive our emerging economy.
A program that will prepare our society for the post-Codov period.
A program that will lead us to prosperity.
That's what we mean to remake in Kosovo.
Our programme will pave the way for decades to come. Our plan is a decade plan. But the measures Bedriu presents today must be brought into force immediately.

Citizens of Kosovo must be post-Cavid champions. Even the youngest innovators and digitals. Most informed. The most prepared. And Kosovo will be champion. The new generation of Kosovo will be champion.
Program The PDK sets the rise of human capital priority number 1 for Kosovo during this decade.
That's how we get permanent recovery.
By raising collective skills. By investing in our new generation.
I have challenged our chief political opponent, Albin Kurti, to do the same. To present and debate his program with us.
Of course, he objected. He's hiding. He's avoiding comparison.
He loses no case to ignore Kosovo citizens.
He has no respect for our democracy. No respect for the election process.
Only authoritarian leaders refuse debates.
Only authoritarian leaders hide their intentions.
Only authoritarian leaders get the election results as good before they happen.
Albin Kurti told us he didn't want to argue with us because he won the election! But let me tell him one thing: in democracy, elections are decided by citizens, not politicians. Our job as politicians is to present our program to citizens. Not to talk about election results.
Our duty is to show citizens our intentions. Our duty is devotion to citizens. With concrete proposals. With serious offers.
That's what PDK does today. That is what the PDK will do throughout the pre-election period. And then, it will be the moment of citizens. Their moment. Whose decision should be contained by everyone. That's how democracy works.
I call on Albin Kurt to review the disrespectful approach to democratic processes. I Call on Albin Kurt to remove his population rhetoric.
Enough of irresponsible populations.
No more empty promises.
Mr. Albin Kurti, don't go astray from reality. Don't miss the dialogue. Don't miss the debate.
For our democratic process. For the people.
People need recovery, Kosovo needs recovery.
And recovery will come with concrete and committed action.
The PDK is proud of its program. We make it public. We're willing to protect him. Because we know this is the Kosovo Recuperation Programme.

Bedri Hamza: Our programme of sustainable economic recovery and development will achieve sustainable economic growth that will range from 5 to 7 %, giving priority to investments for health, education and research, new infrastructure, order and law including other priorities, which will bring economic development not only for the years 2021 but for the coming decades.
We have concrete measures to support:
- Private Sector
- Caring for social class and pensioners
- Employees in the private and public sector.
The private sector will be supported by these measures:
- Over a billion euros for recovery
- There will be additional liquidity for the venture, the fund will be established to help our companies of over 500m euros (U.S.), in the form of financial support for businesses, which have difficulty working properly for the first year but will also have support for our years of governance. These tools (front without return) will be given to businesses according to specific criteria and conditions in the state budget Law.
- The government of the Republic of Kosovo will take over the payments of the amount of borrowing interest that has been taken into Kosovo commercial banks by producers who export goods outside Kosovo, companies that deal with agribusiness and processing agrarian products.
- The tax of Added Value (TVSH) will not be paid from business to border, as has happened so far, but the VAT payment collection will be made inside the country. It would have additional liquidity far greater for businesses than it has so far.
- The corporation's arrival tax will be reduced for several years set by 10 %, as it was so far, to 8%, 7%, 5% and 0% depending on investments and the number of employed.
- The Kosovo Credit Guarantee Fund's capital increase will amount to 100% to support or guarantee different investment projects in many, 100% for businesses.
- Guarantee schemes to strengthen collateral positions in the loan will be introduced, while funds for these schemes will be provided by the state, the issue of hippo treatment and the height of mortgages that are set to be taken for loans will be adjusted.
- Each year, a budget line will be established in the amount of 15m euros in the state budget to support financially through grants (front without return) young people and young people who have business ideas of self-employment.
We'll take care of social class and pensioners with these measures:
- The amount of social assistance will increase above 30 %s for all social aid beneficiaries.
- There will be increases in all types of retirement depending on the pension category and deep reforms for the fair and equal treatment of all pensioners, including in contribution schemes those citizens who have had obstacles due to the lack of 15 years, where they will be pensioning by percentage and years.
- The increase in pensions will benefit:
i). Pensioners of age 40 %,
i). Contributing pensioners 30 %,
Hey. veteran combat pension....30%, and
iv). All other pensions on 30%.
- Witness families will receive pensions depending on the number of witness members they have.
- The issue of pensions will be settled where aging pensioners will be allowed to benefit from other pensions where they meet the conditions by law.
- Veterans will not be interrupted by the veteran's pension if they have a business contract.
- Pensioners who enjoy basic pensions will not be forced to choose between which pension they receive, but will get the pension of age and the next pension that the law recognizes.
- The T rate will be reduced V The US for everyday consumer food items of citizens, which will be counted and paid eight per cent (.8%) by 18% of what it is now for the supply of goods and their import in the Republic of Kosovo.
- The drugs that are imported and produced in our country will be released from VAT.
We will take these measures to support employees in the private and public sector:
- a) The minimum wage will rise from 170 euros, which is now 300 euros.
- b) In agreement with social partners, the labour legislation with particular emphasis on the labour law, which will be reviewed in order to create a quality legal framework for encouraging entrepreneurial activities, reduce administrative work burden and ensure dignified working conditions with maximum protection of employees and employers.
- C) will increase the number of labour inspectors, which will be sufficient to oversee labour law enforcement and protect the rights of employees.
- d) In order to raise salaries in the private sector, and available employment revenues for a higher standard of our citizens, we will be committed to companies that raise salaries for their employees to over 500 euros a month, the tender on the Orders of the Corporation is from 10 % currently, to 5 % in our government.
- e) existing salaries will be raised to an average of 30 %s for all officials in the public sector, through reforming the wage law. Adequate job qualifications will be adjusted according to experience and professional qualifications.
