We, civil society organisations call on political parties to stop pressure and attacks on the Central Election Commission Institution (KQZ), and to allow this institution to do their job under legal and constitutional provisions. The CEC does law enforcement, and anyone who has dissatisfaction should follow legal ways to these decisions, rather than pressure through public statements.
The CEC makes the decisions in college by all members, consisting of eleven (11) members: from the Chief and ten (10) other members who are nominated as a result of the six largest parliamentary groups of the Kosovo Assembly and, four (4) members representing small communities in Kosovo. The Central Election Commission (KQZ) is established in compliance with Article 139 of the Constitution of Kosovo, and is an independent permanent body. The CEC as his function and duties exercises them in accordance with Law No. 03/L-073 for General Elections in the Republic of Kosovo and Law No. 03/L-072 for Local Elections in the Republic of Kosovo. Also with the election regulations of the Central Election Commission, which was adopted by the date 02.07.2013.
Therefore, decisions are not individual to commission chairman Mrs. Valdete Daka, after the CEC as an institution has submitted candidate lists of political subjects to the Kosovo Judiciary Council, where he has received answers from this institution for persons who have been convicted of criminal acts with a final court ruling in the past three years, in accordance with Article 29 of the election law.
After all, the CEC has not yet made a decision, so that is meant as pressure to influence the institution's decision making.
Therefore, downplayed organisations call on political parties to stop pressures and language that could lead towards threats and attacks on independent constitutional bodies and their leaders.
