It has assured MPs that the budget review proposal is comprehensive and is thought to be able to address some of the challenges Pandemia has presented. While PDK GP Bedri Hamza stressed it would support this review in two readings, even though it called for correction on budgetary divisions, until VV was declared against.
In both many parts of the world and Kosovo, this pandemic and restrictive measures for preventing its spread have caused businesses and citizens, but institutions, so their government, to be influenced by these developments. Since most businesses for a three-month period have been almost completely closed. Many of the workers have failed to receive full wages, some of them even have not received at all from their employers. These developments have also directly affected the public finances of the state. As a result of the decline in economic activity and the government's decisions on postponing deadlines for tax statements and payment, budget revenues for the March-May 2020 period were at very small rates than planned, while the effect on revenues is expected to be reflected in the following months. Furthermore, fees for citizens and businesses from the previous package have not been realised overall. Therefore, in line with these developments we have prepared a review proposal of the budget and as such addresses these questions”, Bajrami says.
She also said they had initially wanted to review revenues to reflect on the current decline and estimates for the rest of the year.
Minister Bajrami has also asked MPs to vote on international financial agreements, as they are for financing this budget review project that money and implementation of the 170m-euro emergency package.
The Assembly is continuing debate on this point with the chiefs of parliamentary Groups, where the VV was declared not to support this draft budget. /
