July 9th, day of two sessions in Parliament: 5 international agreements vote for dialogue

On Thursday, July 9th, the Kosovo Assembly will continue the work of two unfinished sessions, on June 11th and 23rd 2020, as well as later meeting at the new session.
The decision has been made at today's electronic meeting of the Kosovo Parliament's Headship, under the direction of Chief Parliamentary Minister Vjosa Osmani, with the presence of even the parliamentary group's leaders.
Headship determined the Parliament's work agenda for this week and examined other issues from its field of activity.
At 10:00, five bills vote is expected: The draft legislation on ratification of the Kosovo Financial Agreement and Development of the International Development Association for Financial Sector Strengthening Project, the Bill for the ratification of the Agreement on Property and Eurasian Infrastructure between the Republic of Kosovo and the European Bank for Reconstruction and Development for the Black Water Development Project in Gjilan, the Bill for the ratification of the Kosovo Constitution for the Funding of the Cadastre Property Project, as well as the Kosovo Framework Programme for Kosovo and the International Development Association, the Project for the ratification of the EU Agreement, and the participation in the Kosovo Union <20%>
At 10:30, meanwhile, the proposal-resolta will be put to a vote by Kosovo Prime Minister's report and parliamentary debate over the Kosovo-Serbia dialogue.
By 11:00, the Assembly will enter the new session, which will begin with ordinary points, statements outside the agenda and parliamentary questions.
The session will continue with the election of a candidate for non-ex executive member of the Kosovo Central Bank Board and the review of the Water Services Regulatory Authority-(ARRI) report for 2019.
Parliamentary Investigative Commission requirement regarding the management of the virus's Pandemia “CO VID-19” on the part of the Kosovo Government, for the adoption of the budget, will be the next point, to be followed by the formation of two ad-hoc commissions: The Commission to select candidates for seven members of the Independent Council for the Kosovo Civil Service, as well as selecting candidates for two members of the Independent Media Commission's Ankes Board.
Parliament Speaker Vjosa Osmani expressed concern about the fact that the government has not yet sent the opinion on the Law's initiative to prevent and fight COVID-19, which would enable treatment of the law at the session.
She stressed that the emergency situation requires quick action, rather than blocking for nearly a month of this law, so she warned that if the government does not bring the opinion by Thursday, it would propose avoidance from the regulation in order to proceed with this law urgently.
The same session is expected to review MP Bedri Hamza's proposal, supported by 20 other signatory deputies, for forming the Parliamentary Investigative Commission regarding the privatisation process in Kosovo, as well as the recommendation of the Functional Commission for selecting members of the Board of Public Enterprises Operator of the System, Transition and Market (KOSTT).
The session can be completed at other points in the agenda, if they meet formal-juridical conditions, by the day of the session.
The head of the Assembly at today's meeting proceeded to think in government three legal initiatives proposed by Vetevendosje's GP: The Bill on Changing and Fulfilling the 03th Law L-073 for the General Elections in the Republic of Kosovo, modified and fulfilled with Law No. 03 L-256, the Petition Bill, and the Bill on Change and Fulfilling of the 03th Law L-064 for Official Festivals in the Republic of Kosovo.
Also approved was the Commission's recommendation for Board and Transfers for the budgetary requirements of the Republic of Kosovo for 2021, based on the Ministry of Finance's first budgetary framework 2021/01.
This chairmanship meeting also discussed the necessity of respecting protective measures from Covid-19 during the general Assembly hearings and work.
