Although the Parliament's Headship has prosecuted it for a thought in the Government Bill on Prevention and Combating Coronavirus, the initiative of Parliament Speaker Vjosa Osmani is not expected to be backed by the government.
Prime Minister Avdullah Hoti does not consider it necessary to draft a special law on the COVID-19 pandemic, as the Constitutional Court suggested, KoHA reports.
In the cabinet of Chief Parliamentary Osmani have said that regardless of the government's support or not, it will be reviewed in the Assembly.
Also, the Health Ministry will not take initiative to draft a special law for COVID-19.
The ministry's media office has said that this issue will be addressed in the legislative agenda of Government and Ministry, and that this will be done through the concept of infectious diseases in Kosovo.
The Constitutional Court, in the decision by which Kurti Government had declared unconstitutional measures to restrict the movement of citizens during the pandemic, had found that the Government cannot limit any fundamental rights of citizens through decisions.
Such a thing, according to the Constitution, could only be done if it was in advance by a Parliament law.
