Many media in England have reported that Chelsea has agreed to meet Werner's launch clause, believed to be about 60m euros.
The 24-year-old has previously declared his desire to work under the orders of the Liverpool Jurgen Klep.
According to Evening Standard, Klopp and Reds were interested in Werner, but were unwilling to pay the player's price, since they do not have much need to sign with a new attacker this summer.
Roberto Firmine, Sadio Mane and Mohammed Salah have dominated Anfield during the last three seasons, which means that Werner would fight for the regular time of the game.
The German sponsor has understood this and has agreed to join Frank Lambard's Chelsea.
Clopp will instead rely on Divock Origi and Takumi Minamino as two alternatives to the attack.
