Scandal with stadium: Turkish company sent the Sports Ministry to the owner

In times of pandemic, the Ministry of Culture, Youth and Sports was taken from its budget of 585 thousand and 450.68 euros from the Ministry of Finance and Transfers for the Turkish company “Tabanlioglu”. This company had made the feasibility of the National Stadium last year, for which the MKRS had signed the agreement with the Turkish company for the project, whose value was 1m and 440 thousand euros. But because the Ministry of Sports had not recently paid the last payment, “Tabanlioglu” had sent the subject to the owner in November last year, as the Sports Ministry was reluctant to pay the final portion of the financial obligations that were set out in the contract.

The Finance Ministry has executed the payment for the Turkish company, which had drafted the Kosovo National Stadium project, taking the money of several projects it planned for MKRS transmits Periscope.

In a written response to “The sport at KTV”, the Ministry of Finance and Transfers, has acknowledged that it has carried out the payment following the command received from the owner.

“In line with Article 40 of the Law on Finance Management and Responsibilities, decisions on the strict form of courts and private owners are executed by the Treasury at the MFT, on behalf of the debit budgetary organisation. As part of the procedure for executing the payment is: at the moment of accepting the firm form order, the budgetary organisation is announced, which in this case the Ministry of Culture, Youth and Sports has been announced. Since such an ordinance is for execution, following necessary legal consultations the same has been executed in some parts due to lack of budgetary means”, it is said in response.

In March, the MFT paid 142 thousand 363 euros, while in early May the rest -- 443 thousand and 87 euros -- tools it received in the MKRS budget, damaging several other projects planned. All the tools have been poured into the accounts of the Master, Bardh Tasholli, who for Kohavision says they have followed only legal procedures.

MKRS debt to “Tabanlioglu” was 576 thousand euros as the contract's last obligation, but about 9 thousand and 450 euros have been paid for final procedure spending.

The Ministry of Culture, Youth and Sports refused to speak to the camera.

But, in written answers, it has been said that they have requested the temporary suspension of <x0 editor for completion”.

However, The MKRS filed the complaint on December 16, 2019, 18 days later from sending the finisher class.

The Sports Ministry further wrote that they have requested that an annex of the contract be added to improve the error that has been made, but from the company “Tabanlioglu”, although they have voiced pro change, they have never come to change the contract.

The MKRS stresses that there is no information paid for by the Turkish company that has opened business in Kosovo, but the contract it had with the Sports Ministry did not have to pay taxes.

The Sports Ministry confirms that it will not pay any taxes on this contract, since the law does not impose on him, even though he was on the contract.

The total project cost the state 1m and 440 thousand euros, where 10 percent of this amount, according to laws in the Republic of Kosovo, had to be paid taxes from the Turkish company, but that the latter did not, since it was not binding on contracts.

Kosovo lost 144 thousand euros in contracts with “Tabanlioglun”, and along with that amount from the Sport Ministry budget, about 9450 euros for end expenses were seized, as well as another 25 thousand, such as interest-giving.

In addition to former Minister Kujtim Gashi, the contract held the signing of MKRS Secretary Veton Firzi and procurement official Sebahate Bosnjak, as well as representatives of “Tabanlioglut”. “The sport at KTV” finds that the contract was compiled by an outside expert at the Sports Ministry.

The mistake in the contract had also been admitted by former minister Mejtim Gashi.

Kosovo's National Stadium is scheduled to be built at Korotica in Drenasa, but has not yet started and has no date when this will happen. /Periscope. com/
