So politicalologist Ramush Tahiri is assessing, who in an interview for KosovoPress, has talked about political developments expected to occur in the coming weeks.
He claims the government in office has lost the country's confidence, but also its legitimacy to further the processes. So he says it's time to be replaced by a new government.
We have a government that has lost the confidence of the Parliament and a government that is fired by 2/3 of the vote. So we have government that has no mandate and we have government that needs to be changed to a new government. With the Constitution of the Republic of Kosovo, the president is the one who determines whether the country should go to new elections or have new governments. The constitution envisions both possibilities while the president is the institution that decides. The president does not decide on his free discretion, but on the institutional discretion, which means the president is obliged to consult all political parties and depending on their wishes, and their positions to impose”, he says.
Politologist Tahiri says that since all parties, besides Vetevendosje, have agreed to form government without an election, this has to happen, and that party that proves it has numbers must form the next government.
The only “is the Vetevendosje Movement, which requires the country to go to the polls. It's not VV's mandate, nor government mandate, nor set an election deadline, nor set a mandate until this government wants to stay in power. Because this government has, in effect, formally collapsed from power with 82 deputies and now the new mandate must hand over its cabinet to ministers for voting in the assembly and the assembly must be declared by vote. If the Assembly by 61 votes a government that will be formed by the LDK, the AAK, the Social Democrat Initiative, by the AKR, minority and Serbian List, which all make 66 deputies, then we have elected 87x1>, he says.
Tahiri says that now what the situation is like will not be able to have new elections, not only because of Coronavirus and pandemic, but because most political parties are declared not to want elections.
He says confident that the new government will be formed a little farther than the beginning of May.

The new government will be 25 days away from today. Because the constitutional deadline is over. The president has 10 days and the warrant has 15 days to vote in the Assembly. It means in early May if no longer we will have the new government vote and wish this government were elected. Elections are not held for parliament. The government doesn't take the mandate from the people, but it gets it from the Assembly. And the Assembly receives its mandate from the people. And as long as there is a assembly mandate, some government” can be changed during this 4-year term, he says.
Tahiri even says new elections should not be without electoral reform, so he sees a LDK-led government on the way along with the AAK, the Initiative, AKR and minority.
There are no conditions for new elections in this year, and Kosovo also must not go to the elections without changing the electoral system. The foundation is a citizen one vote, not a citizen five votes. Because we're getting the people who, either on behalf of the party or on behalf of it, have many votes, what happened with the VV's arm, and really these votes aren't being expressed on the ground. So without an election reform, and from that day to be voted in the Assembly within six months of Constitution and by law, elections can be held. So I don't see reason for the government's resignation to continue working for another year, or six months because it has no legitimacy, and it doesn't even have legality. Chairman The PDK, Isa Mustafa, has already been authorised by the party's General Council to form the new government. The AAK and the Social Democrat Initiative have indicated in favour of a co-operation with the LDK. Even Behgjet Pacolli's party has expressed willingness to join such a coalition.
