Kosovo's acting government measures for restricting movement for all citizens come into force from today.
According to the announcement, each person has only 90 minutes a day at certain times to use to fulfill his commitments.
Here you make all the decisions:
I. Since April 15, 2020, at 5: 00 p.m., the circulation of physical persons outside their houses/banes in the municipality is prohibited, except for the following case:
(a) Physical persons over the age of 16 are allowed circulation for supplies of essential goods (food and medicine for humans and animals/species and toilet products) and to carry out financial duties and needs (payers, bank jobs), for an hour and a half a day, according to a set daily schedule based on the preset of their personal number. For foreign citizens who do not possess the personal number of the Republic of Kosovo, the allowed exit schedule is determined based on the pre-breaking figure of the passport number.
(b) During the circulation of physical persons for essential goods, association is not allowed by any other person except in two cases:
(1) Limited persons who can be accompanied only by another member of the same family community or by a special medical assistant and
(2) People under the age of 16, provided they are accompanied by a member of the same family community with the same homes/banes.
(c) Due to the high risk of COVID-19 to older persons, people over the age of 65 are recommended not to leave home/banes except in emergency and necessary cases.
It should be noted that most citizens will have only this opportunity to leave home, once a day, for an hour and a half, to carry out the supply of essential goods, as well as tasks and financial needs.
However, to maintain the functioning of state administration and essential economic activity, we have agreed to make certain exceptions.
(d) With special permission and only to address the needs of economic operators, it is possible:
(1) Free circulation for economic operators and pre-launched institutions on the list attached to such an Annex I decision. This will become public and all those economic operators who are allowed that.
(2) Free transport of goods and services to ensure the operation of the supply chain ʹ as a process involving actions from the first property to production, processing and service to transport products, distribution and sale to the latest consumer for allowed activities, according to and the institutions introduced in the bonded list like Anex I in this decision.
(e) With particular driving permits and only to carry out the needs of institutions, free circulation is allowed for “the essential limit” of state institutions.
(f) Just to carry out official duties, free circulation of institutions is allowed on the list attached to such as Annex II of this decision.
(g) In emergency health cases, exit from home/house is allowed to require medical treatment at a health institution.
(h) A physical circulation is allowed in cases where it is strictly necessary to care for one or more who is sick or one or more who is disabled.
(i) The ban on the circulation of physical persons outside their homes/banes does not apply in cases of victims of domestic violence. Victims of domestic violence are allowed to leave their homes/houses to seek refuge in an alternative location.
(i) It is not strictly allowed to exit homes/banes for any other reason than for reasons of high school, including social dating, family visits, etc.
2 / 1 For municipalities that are in quarantine or that are set in the future based on IKSHP recommendations, there will be no introduction from the Comunas except in these cases:
(a) With special permission and only to transport goods and services to ensure the functioning of the supply chain as a process involving actions from the first item to production, processing and service to transport products, distribution and sale to the latest consumer for the allowed activities, according to the previous institutions on the domain list, such as the Annex I in this decision. In addition to carrying out goods and services to ensure the functioning of the supply chain, the introduction from the municipality and is not allowed to economic operators, nor to their workers.
(b) With special permission and only to carry out the needs of state institutions, for “the essential” of these institutions.

(d) With special permission and only to address the needs of economic operators, it is possible:
(1) The circulation of vehicles for economic operators and the preset institutions on the list attached to such an Annex I decision.
(2) Free transport of goods and services to ensure the operation of the supply chain ʹ as a process involving actions from the first property to production, processing and service to transport products, distribution and sale to the latest consumer for allowed activities, according to and the institutions introduced in the bonded list like Anex I in this decision.
(a) With special driving permits and only to carry out the needs of state institutions, free flow of vehicles for essential staff is allowed.
(b) Automotive circulation is only allowed to carry out the needs of institutions, seen on the list attached to such as Anex's decision.
(c) Drive is allowed for disabled persons.
(d) In emergency health cases, driving is permitted to require medical treatment at a health institution.
(e) In addition to the emergency and disabled, more than one (1) passenger in the vehicle is allowed.
(f) It is not strictly allowed to leave the house/house for any reason other than the reason why it's high.
Disrespecting the measures stipulated in this decision is considered, under the law, an administrative offense and fined 1,000 Euro to 2,000 Euro fines for physics persons and between 3,000 and 8,000 euros for legal persons, while the person responsible is fined 500 Euro fines by 1,500 Euros.
The decision goes into effect on the signing day, and the same goes through May 4th 2020. As the decision goes into effect, whatever previous provisions oppose the laws of this decision are abolished.
This decision on the part of the Health Ministry will be reviewed in consultation with the National Institute of Public Health, experts and other ministries of the line, to assess the efficiency and necessity of specific measures, as well as to decide on the continuation or not of relevant measures.
