The Kosovo Democratic Institute, through a media report, has indicated that since prior to the initiative of no-confidence motion against the government, KDI has called on political parties and the ruling coalition to find a way out of the political crisis until the loss of the situation created with the COVID pandemic 19th.
According to KDI, the consequences of the lack of a full-term government have been observed yesterday during the extraordinary session in the Assembly.

The Kosovo Democratic Institute, since the initialisation of the no-confidence motion against the government, has called on political parties and the ruling coalition to find a way out of the political crisis until overcoming the situation created with the COVID pandemic 19th. Following the successful no-confidence motion, the current government is considered a government in office and as such cannot interact in regular form with the Assembly. The consequences of the lack of a full-term government were observed yesterday during the Parliament's extraordinary session.
Call of Special Session at Deputies Initiative
The April 14th session was initiated by 48 deputies to discuss the PDK's proposal regarding the adoption of concrete economic and financial measures the Republic of Kosovo must take to overcome the challenges of economic recovery and address the consequences of Covid 19.
The session was launched at the proposal for a procedure motion to introduce two bills into the screening procedure. The requirement for holding an extraordinary session contained the issue that would be discussed, and the reason why the matter was considered urgent. The MP's request at the session for the introduction of other points in order of the day is contrary to the Parliament's Labour Rule.
Interior Ministry decision on special driving permits for MPs and the Assembly administration
A day before the session was held, the Minister of Interior Affairs and Public Administration tasklor issued the decision on special driving permits for MPs and the Assembly Administration workers.
KDI reminds all holders of public functions that the mandate and constitutional duties of MPs -- as representatives elected by citizens -- are inconsistent and that such a decision can present dangerous precedents in efforts to restrict MPs' rights. If the Kosovo Assembly decides to develop its works, relevant institutions (including the Ministry of Internal Work) should implement their duties and within the capacity to create conditions for the maintenance of the Parliament's work.
Function of the Assembly During the Government's Presentation
It is quite clear that the Kosovo Assembly, as the highest legislative body, is recognised as the right to legal initiative and draft laws. In normal state-functioning state-run bodies, these bills are handed over to the Government for assuming executive opinion, which is not binding on the Assembly. In the situation created following the government's no-confidence motion, we assess that Kosovo's Assembly should curb the undertaking of such initiatives with the aim of avoiding producing judicial consequences and endangering the constitutional system in Kosovo.
The institute calls on the Parliament and its working troops to continue with the exercise of two other constitutional functions: that of representation of the interests of citizens and executive work supervision. Executive oversight becomes even more important in times of crisis, such as the current pandemic, when decisions are made without prior consultation with the public and when numerous budgetary means are spent with emergency procedures.
