The former FIFA leaders took bribes in exchange for votes in Qatar to host the 2022 World Cup.
The two accused are Nicolas Leoz, former president of the South American governing body Conmembol, who died last year in Paraguay in his hometown, and former president of Brazil's federation, Ricardo Teixeira.
Former Deputy Chairman FIFA, Jack Werner of Trinidad and Tobago, also claimed to have paid 4 million pounds to support Russia's offer 2018, as well as former American television giant 21 Century Fox's management are also charged in the indictment with making payments to South American football officials to ensure broadcasting rights.
It has been nearly 10 years since FIFA voted in a controversial way for Russia and Qatar to organise the sporting event.
Despite years suspicious of the way they won the vote, Qatar and Russia have always denied any wrongdoing.
