Following the dismissals of members on public enterprise boards by the Government of Kosovo, and the replacement of new members, some of them even members of the Vetevendosje Movement, there have been numerous reactions today from civil society and the largest opposition party.
Government officials have argued that this board of new members is temporary and therefore no competition selection procedures have been followed.
Kosovo Government spokesman Progress Kryeziu says these newly appointed boards are temporary boards and, being the same, members of these boards are nominated and not resolved with open competitions.
Kryeziu says all newly appointed members indiscriminately and without exception are professionally prepared persons with sensational experience and relevant preparations for their role within these boards.
The “Ide and the logic of these decisions have been that these are appointments before the fair competition, with what the Kosovo government has already promised such a thing will happen in less than six months, or within six months, when there will be a transparent and open competition for selecting members of these boards. The persons who are appointed to these positions are persons who we believe have high, professional and personal integrity. So, which the government has expressed a belief... and to make sure that their activity is in line with the fundamental goals of naming them, and that goal is halting financial bloodshed, at least it has been an idea on these boards”, Kryeziu says.
While, the Democratic Party of Kosovo has reacted after recent appointments on public enterprise boards, calling them the government's outgoing political decisions, which have no legitimacy.
Subheader The PDK, Shaqir Totaj, said that dismissals and appointments on boards are clear evidence of the prime minister's attempt to capture the state.
“Excavations of public enterprise boards, arbitraryly, without following any legal preliminary procedure, are proof of the prime minister's hypocrisy in the run-off that came in with the promise of strengthening the rule of law. The Democratic Party of Kosovo declares that these actions take the country back, destroying the current efforts to build professional boards that avoid the employment of party militants. We remember here that our party chairman Veselin, through a memorandum signed with the British Embassy in Kosovo, has included an English professional company to assist with professional and meritocratic recruiting on public enterprise boards”, Totaj said.
KDI is also concerned about the appointment of former MPs to the Vetevendosje Movement on public boards and requires that this practice urgently stop.
“KDI is pursuing more concern the actions of the incumbent government, which in time of COVIID 19 is continuing with the dismissal of the existing boards of companies to replace them with people of their subject. The deployment of figures that were formerly candidates for political subject Vetevendosje in recent elections is contrary to the laws of these public enterprises and contrary to the main promise that the boards will be removed from politics and will be professional, independent and integrity-instance”, KDI response said.
According to this institute, the government in office urgently has to stop such a practice, while the recruiting process must precede the announcement of public competitions in ways that people with credibility, integrity and professionalism be recruited on these boards.
