The matches will be played behind closed doors with the maximum 322 people allowed inside and around stadiums for Bundesliga matches and 270 for second-level matches.
The final decision if the planned resumption is implemented, however, will be co-ordinated with the German government and health authorities.
However, drastic changes will have to be made to comply with hygiene standards with testing players and trainers at an estimated 2.2m euros cost, and mandatory protective masks for some present.
The German football federation has estimated that 25,000 coronary tests at about 90 pounds will be needed to control each player on at least a weekly basis.
