On the eve of the crash, Kurti announces the step he has taken against President Thaci

Kurti has not mentioned in any single line the political crisis, but has called on citizens not to panic and apply the measures taken by his government, writes Periscopi.

In his writing, Mr. Kurti has also indicated his counter-repliance to the action of President Thaci, who decided during yesterday to submit the government's decision to prevent the circulation of citizens to the Constitutional Court.

Kurt says he's asked the judge not to consider the president's request at all but to bring him down on the procedure basis.

The following is his full status:

Dear citizens,

With its Monday decision, the Government of the Republic of Kosovo, with a nearly unanimous vote, approved new measures recommended by the National Institute of Public Health, to win as convincing and as soon as possible our joint battle against the COVID-19 virus. The same night, the president of the Republic of Kosovo took an unprecedented and irresponsible step, but, unfortunately, not surprisingly, calling on citizens and police officials to resist the implementation of the Government's decision and, thus, directly jeopardising the public health of our citizens and residents of our Republic. While yesterday morning, the president continued his battle against IKSF recommendations, opposing the Government's decision at the Constitutional Court of the Republic of Kosovo.

Despite basic legal errors and non-responsive claims made by the president in his request, my office and I sent answers to the president's request last night before 10: 00 p.m., in which response we have clarified our position on the President's prior argument of demand, the president's claim of irreparable damage, as well as on public interest. We have made clear our consideration that the regulation of the Constitutional Court's work has clearly defined in the 57.4 letters (a), (b) and (c) that in a quantum way it must meet the criteria set out with this provision. The president in this case should be quantifiably (1) to build facie, (2) to testify that executing the decision causes irreparable damage and (3) to prove that the temporary measure is in public interest. Considering that the president as a party in the procedure has not met any of the three conditions required to be met so that the Court approves the request for the interim measure, we have asked the Constitutional Court to reject the request regarding the implementation of provisional measures.

As prime minister of the Republic of Kosovo, I have no higher and more important responsibility than protecting the health of all citizens of the country. So I, along with all of my government, have pledged that we will act in full accordance with the recommendations of the IKSF experts and, in particular, his director, prof. Dr. Naser Ramadani. The president's fight against these recommendations has come at the most inappropriate time possible. According to IKSEP experts, we are entering the two most critical weeks, when the risk of accelerated spread of the virus is at the highest level. I said and I'll say again: No room for panic. However, in the weeks that come, more than ever, each of us, institutions, and citizens, must act with increased caution to protect all of us.

In times like this, it is vital that we remember that we must all be fighting the same enemy and that it is the COVID-19 virus. We will continue with our work in relation to the best management of this situation, regardless of the president's actions, until we make sure we get safely out of it. Don't let political appetite affect you, but stay in your homes, wash your hands, and watch your distance.
