Work promised in Germany, 34-year-old Mitrovica disappeared who deceived Albanians

But actually starting with the high number of cheated persons, it is a disturbing case that has occurred in the middle of Tirana. History begins at the end of 2017, when a 34-year-old German citizenship arrives in Tirana.

Within a few days, it erects a literal structure and comes out with an enthusiastic offer for anyone who read or listened: “Safe employment contracts in Germany”.

Mitrovica-born Labinot Citaku and German citizenship came alone to Rinas in September 2017.

He settled in Tirana in a rented house, with clear ideas and a concrete plan on how to make money without fatigue and very easily.

Labinotti devised a fraudulent scheme through an employment agency promising citizens employment contracts guaranteed for Germany.

To make the whole scheme of fraud credible, he first found a rented office in a shopping mall on Kavaja Street in Tirana to move back after several months on the Müsto Mamé street in another environment.

He addressed the National Centre of Business and with a fee of 1,000 dollars old, he founded on December 18th 2017 the company Citaku Group with employment agencies.

After this step that increased his credibility, he releases reports that he wanted to hire a secretary.

After securing the staff, Labinoto is put into action. In a well-advised marketing campaign, he distributes tempting reports suggesting that in Munich and Berlin, 500 workers of various professions are required to be paid by 2500 Euros a month.

Labinoti had begun to expect interested citizens every day between 9:00 and 5:00. He explained to them that the total fee is 2500 Euro gross and that in cash they would get 1600 Euros a month.

Interested ones were not meant to have a certified qualifications, but they had to present only copies of identification or passport.

Labinotti's company promised interested ones employment contracts to Germany, but before signing the contract, they had to make a bank payment at the value of 50 Euros, and according to him, after announcing the German embassy, they would have to be paid by the applicant and another amount of 301 Euros, which was paid a few days after the first value was poured out without receiving confirmation from the embassy.

From the end of 2017 to June 2018, dozens of Labinothi's offices had appeared in dozens of citizens, but only 107 had managed to sign a type contract, each producing a total of 351 Euros worth about 40 thousand euros.

But despite the promise that everything would go well, none of the applicants had yet received an announcement to appear at the embassy to follow other procedures.

The absence of a contact from embassy offices alarmed applicants that they could have fallen prey to fraud and wanted to know what was being done with preliminary contracts signed with Labino. The “Citac Group” had promised much and had already come the time to face the promise after citizens had paid and demanded an explanation of what was going on.

That's where the first suspicions started. At the end of June and early July 2018, the first applicants began to arrive at the doors of the company, including families of 4 to 6 members, seeking to know what was done.

Labinoti had begun to come to Albania less and had left three members of the reception staff in office.

In one of the days, however, he was personally present when over 20 applicants sought to withdraw the money. But he promised them that within two weeks he would send to Germany in a town and take first 1000 Euros a month without working. But first, applicants have to pour a figure into a 300-euro bank. With this promise the applicants left.

But two days later, Labinoti leaves Albania through the Rinas airport, not announcing any of the staff, while the tenant announces that at the end of the month he would hand over the office.

On July 17, 2018, four members of a family denouncing that they had paid about 1400 Euros to the company dealtcucucu and no one was given an explanation of what was happening with their employment contracts for Berlin.

Police immediately move on and go to the last facilities the Citaku company was placed on the “Misto Mame” street.

But the guard at the door explains to him that the company has closed the offices and received the equipment and is unknown where they went.

Meanwhile, the police try to contact every form by telephone. But all the numbers publicly used by the company were turned off.

In parallel, citizens were heading to the German embassy to inquire, but had received the answer that the embassy had no connection with the company “Citaku Group” or with the applications made by this company for any particular individual.

Deception was becoming more evident. Meanwhile at GDP, business still found itself active.

After a quick investigation, the second-level bank obtained a full list of people who had fallen victim to this fraud scheme.

In contact with some of them, the Uniko show learned from them that they had searched for Labinoth for days and had failed to find him. They claimed they did not appear for speculation, thinking they would not be taken into account by the value of 351 Euros that were deceived.

The prosecution began the investigation only with the confirmation of four members of one family and managed to document criminal activity.

After being identified, Albanian company employees were also questioned. They claimed shocking fact that none of the more than 100 applicants had been equipped with working visas from the embassy.

According to them, in recent days Labinothi had told them that the office in Albania would be closed because he had had problems with the other office in Germany and later had not appeared at work.

One of the employees told Uniko's show on condition of anonymity that they were forced to receive computers and equipment, since the last month Labinoth did not pay their wages completely.

The effort to sequentise Citak's bank accounts in Albania proved futile. He had emptied them, withdrawing all the money he had obtained from citizens.

The Court of the Judicial District Tirana responded to the Uniko show's interest, confirming that against Labinot Citaku there is an open court process.

“With verdict No.2274 act date 03.06.2019 at closed-door trial session has been decided to accept the prosecution's request and send the case to trial. The issue is under way with the lots procedure and currently results with the status issue in the trial, so the court is not expressed in final decision”, said the Uniko show response.
