This could happen, according to him, because Green's ambitions are for him to become Secretary of American State in Trump's second term.

You get a lot harder if you think Green isn't dealing with us now that he's up there. In fact, the biggest likelihood is that the opposite is going to happen. It's going to give this job a boost from the sharpest position possible as a personal project, since its ambitions are likely for Secretary of State in Trump's second term (if it wins, and it's not really bad for the moment). Even according to current media reports, Green will likely hold the ambassador post in Germany in parallel. This is not a traditional American administration, it operates almost like the Balkan government. At this point there is vital a national consensus, especially between Kurti (such as the man with the greatest political legitimacy) and Thaci (as the weightiest person who imposed himself on this process), for the next steps. This approach to extreme hesitation (from Kurti) and excessive protagonism (from Thaci) can be mischaining. Kosovo, the size of an Istanbul neighbourhood, is overestimating its weight in this period of tectonic shocks.
