Meex even managed to vote even the most progressive politician, Joachim Castro, who is the twin brother of the presidential candidate in this year's preliminary race, Julian Castro.
Long-term Mexico has described itself as a very strong supporter of US-Israel relations, voting in favour of military support for the Jewish state.
Meeks firmly defeated Castro, 148 to 78. He will be the first black Congressman to head this committee, Periscope reports.
Engel was also known for his strong ties with the pro-Israel estability in Washington.
Engel had been one of Kosovo's greatest friends but was defeated in his district after 32 years. /Periscope
