After completing his visit to Pristina, European Union envoy for Kosovo-Serbia dialogue Miroslav Lajcak went to Belgrade. But, in terms of forming the association of Serb majority municipalities, the Slovak diplomat did not take the same stance in both countries.
There will be no arrangement without association. Kosovo has made this agreement and the Assembly has ratified it and Kosovo must implement this agreement. It's part of the process, part of negotiating and part of the dialogue. So when politicians say it's closed, they don't want to reopen the content and we're not looking for it. But we seek to implement what has been signed”, Lajcak said.
But, when he went to Belgrade and was asked about forming association under the Kosovo Constitution, he declared the “constitution is not bibel and that it can be changed.
If I am allowed, Pristina had many different statements before my arrival, but there was about 25 meetings there, and none of the conversationators said they did not want to fulfill the promises. Rather, everyone is interested in keeping the terms of association established. As far as the constitution is concerned, there are things so complicated that the constitution is likely to be changed, and no one has said that can happen. The constitution is not bibel”, he added.
But, in Kosovo, they disagree with Miroslav Lajcak and his declaration of constitutional changes in the formation of association. Parliament Speaker Vjosa Osmani said she has stressed to the EU envoy that the Kosovo Constitution should be respected in forming association.
There's no majority, either for changing the constitution, so I don't know what parallel reality is trying to represent Mr. Lajcak, because the real reality is quite contrary to that in Serbia, and I believe that this is not the way forward to reach consensus on any matter”, Vjosa Osmani stressed.
With Lajcak's statements, neither does Deputy Speaker of the Parliament Arberie Nagavci, of the opposition party Vetevendosje. She even says that the topic of association was not even opened at the Lajcak meeting with Albin Kurt.
Such statements are disturbing. The truth is that after the Constitutional Court's decision the topic of association should be a closed issue and in fact it is a closed issue for all. As for constitutional changes, constitutional changes would have to be made by the Republic of Serbia due to Kosovo's departure from its Constitution”, she stressed.
The inappropriate statement calls the European emissary's statement the other opposition party MP, PDK, Gazmend Bytyqi.
The perfectly inappropriate statement, something that our institutions don't even want to consider. We're talking about changing the constitution for an association of municipalities, which we consider very harmful if he has executive competence”, Bytyci said.
So does party MP in the government coalition, AAK, Time Kadriaj.
I don't think that's a proper statement that Mr. Lajcak, because there was another position and action in Kosovo and in meetings with political leaders... may have association, but only according to the Constitutional Court verdict”, the MP added.
On this subject, Euronews Albania has sent questions to the prime minister's office, but has not yet received answers. As for this topic, there is still no reaction from the Government of Kosovo.
