Hoti through a Facebook post has said that, among other things, the LDK requires that the post of chief parliamentary meet this party until the president's election. As it follows, the top speaker returns LVV.

Today we have written down our bid for co-governance with the VV, proposed at the January 8, 2020, meeting.
At this meeting, and at all meetings held so far, the LDK has expressed readiness for joint governance in the interest of the state of Kosovo, respecting the will of citizens expressed on October 6, 2019. Only an agreement reflecting this will provides government stability for a full four-year term. This agreement must be finalised as soon as possible in order to start implementing the government programme agreed on by our two teams, which enables deep economic, social, rule of law and Euro-Atlantic integration of the Republic of Kosovo.
Our proposals, submitted today in writing, are the following:
- The LDK will have the Speaker of the Parliament until the president's election, then the Speaker of the Parliament will pass the VV. This means that in the first year of co-government, each partner holds a high state position ( The VV has the prime minister, the LDK chairman of the Assembly. Meanwhile, in the next three years, the VV holds two high state positions (Prime Minister and Speaker of the Parliament), while the LDK holds a position (president but serves as a unifying factor under the constitution).
- The number of ministries remains 12 and their structure remains as agreed earlier, with these exceptions:
A) The Ministry of Culture, Youth and Sports joins the Ministry of Education, Science and Technology.
b) The Ministry of Management of Local Power is divided by the Ministry of Internal Affairs, where it is integrated under the agreement reached at previous meetings, and remains for communities not many beside the Ministry of Communities and Kthim. - Coalition partners, in line with constitutional provisions, will support the country's proposed candidate from the LDK.
- As a result of this agreement:
a. Until the President's election:
• VV will have the prime minister, the first deputy chairman of the Assembly, the second deputy prime minister and five ministries, meanwhile.
• The LDK will have the Speaker of the Parliament, the second deputy chairman of the Parliament, the first deputy prime minister and five ministries.
b. After the president's election, proposed by the LDK:
• The VV will have the prime minister, the Speaker of the Parliament, the first Deputy Speaker of the Parliament, the second deputy prime minister and the minister, meanwhile.
• The LDK will have the president as its proposed candidate (but acting as president as a unifying factor under the Constitution), as well as the second deputy chairman of the Assembly, the first deputy prime minister and 5 ministries. - All other issues remain as agreed at previous meetings.
