The planned infrastructure project will identify underground acoustic and seismic activities showing the tunneling, an Israeli Army spokesman said.
Last year, Israel destroyed a series of tunnels suspected of the attack that had been dug down the border by Lebanese militant group Hezbollah.
Construction is reported to be on the Israeli side of the border, and the United Nations peacekeeping force has been informed.
