Analyst: LDK's LVV is dividing past crises, possibilities are real that PAN is forming Government

Ahmeti even does not rule out any party that is part of the Kosovo Assembly from guilt.

Both are guilty, even from the responsibility of establishing institutions neither the PDK nor the AAK any party in parliament. With sound logic, each party in parliament would need its first post to have institution building instead of being given the opportunity to govern. Lack of governance causes many problems, whether in terms of security, economic development and any aspect of Kosovo, there is no time to waste. The VV as the first party has to propose more scenarios for government construction, Ahmeti said.

The renowned analyst says he doubts the positions are not those that are dividing the LVV and LDK from reaching agreement, since, according to him, the reason for the coalition's failure are the stories these two have had in the past.

The absence of a position or position, whether of the head parliament or the Ministry of Internal Affairs, is the cause of a coalition shortage. I believe that any other post is too insignificant to be formed. I'm thinking that both parties are not honest markets, the problem of not having the coalition goes exclusively as a result of much longer relations with these two parties. The president's post, the chairman of the Parliament or MPB minister, has been the rationale for the lack of a coalition, not cause, the analyst said.

During the day today, former OSCE chief William Walker and US Ambassador to Kosovo Philip Costett have been visiting the LDK headquarters to inform them of talks on reaching the VV and LDK agreement on the coalition.

Ahmeti commenting on their visit, says this time he notices a smaller intervention of the international factor in the coalition negotiations.

He stresses that much better it is for the coalition issue to leave it on the conscience of political parties and for the people themselves to see what level the political class is at.

We are faced with a lack of classical pressure on the international factor as it has been in the past, given the level of officials visiting one or the other party not to forget that Ambassador Costet's statements are far more cautious. I have the impression that we're suffering the absence of a government. Perhaps it is best not to have strong international interference, to show how irresponsible our political class is. That our parties are groups fighting for the country's non-party interests, concludes Arben Ahmeti.

While analyst Ramush Tahiri says the two parties are guilty of failing to form the government. However, he considers that the LDK's request to get the Speaker of the Parliament is inappropriate and considers it guilty of delaying government formation.

Tahiri also blames the country's president, Hashim Thaci, who, according to him, would have to dominate Albin Kurti for prime minister, since it is now known that Kurti will be a candidate.

If the LDK is looking for the head speaker, I think it's guilty. Because the chairman of the Parliament belongs to the first party, and there can be no agreement, with the Constitution the decision of headship has been seen. Headship maintains the balance of elections and is not resolved by majority but by consensus. Even the president who does not name Kurti may be guilty, though he has said he is Kosovo prime minister, Tahiri said.

The analyst points out that Kurt's plan not to send the letter to the president also causes delays.

Albin Kurti as party leader is not taking the letter to the president to be nominated. Since Kurti's nomination date, he has 15 days to form the coalition. The talks that are under way so far are illegal because they are without a mandate. It is not yet a mandate and if he is not mandated he cannot hold talks with anyone, officially cannot hold talks, he said.

Among other things, it stresses that to find a faster solution and end expectations for the coalition, the Democratic League of Kosovo must be released in its demands.

Pee has to release the LDK if the news is true that he's asking for so much. Because they have to recognize the first party and the second party. In my opinion the agreement should not be on the Constitution, Tahiri stressed.

On the other hand, the analyst sees PAN's return as a plan.

According to him, if the VV and LDK fail to make coalition arrangements, then the third or fourth party could come to the government and it would be PDK and AAK.

If the VV with the LDK fail to reach agreement, the third or fourth party will form the government. It is up to the president to mandate that the country does not lead to elections. A single party cannot take the election seat unless there are parliamentary majority and 61 votes. And in this case there are 63 to 57, and the country has no reason to go to the elections, Tahiri concludes./Periscopi/
