Over 12m euros lose municipalities in court processes

Kosovo municipalities have spent over 12m euros as a result of losses in court processes. Among them are the mayors of Leposaviqi, Ferizaj, South Mitrovica, Decani, Drenas, and Klokot, who have paid mostly from court decisions in January-October 2019. All these things are coming as [...]
This data was published today at the “Movement Conference, Speak”, where other findings from such monitoring were introduced under project “Transparency and municipal accountability for taxpayers”, supported by the United States Embassy in Pristina.
The project co-ordinator at '%Kol', Elbasan Racaj, said that even in the past municipalities have made such expenses, where in 2017 alone the municipalities have spent more than 16m euros, while in 2017, eight million.
While, among the municipalities that have spent less, he said they are Shrpca, Ranillug, Obliqi, Dragsu, Hani of Elez and Gracanica.
“Communs spend money on this field. If we pause and analyze how many municipalities have spent in the January-October 2019 period, as a result of judicial decisions, then we reach 12 million and 458 thousand and 861 euros. So that's the total amount of which 38 republic municipalities have spent as a result of judicial decisions. On a percentage, this translates to 2.22 per cent. So 2.22 per cent, municipalities have spent in this” context, he said.
All these losses, according to Rakaj, are coming to the lack of legal office staff in relevant municipalities.
“assessment of cases over which municipalities have been convicted and over which municipalities are forced to make payments are numerous. There's probably a municipality that has a decision from 20 euros to 100,000 euros that's a difficult amount of analysis of all cases. What we've seen is that the district legal office complains about little personals. Unable to process all the subjects and participate in court hearings that are set for the municipality's body budget”, Racaj said.
The FOL movement, under the collection of these data, has also used the financial reports of municipalities, data provided by the Ministry of Management of Local Power, as well as data published by the National Audition Office.
